Board of Appeals

The board of appeals shall consist of three members provided, however, that there shall be a fourth member of said board who shall serve as an alternate and shall serve as a member of said board only upon the absence from any meeting of said board of a regular member thereof. 

The board of appeals shall hear and consider the appeal of any property owner concerning the amount of his assessed valuation as determined by the tax assessor. The procedure before the board shall be informal and of a nature calculated to effect justice in as simple a manner as possible.  If it shall appear that the valuation of any property has been incorrectly or inequitably assessed, the board shall determine the correct valuation of such property. The board shall submit its findings to the council and the council may cancel, in whole or in part, the tax based upon such valuation, in order to effect a correction. It shall be the duty of the director of finance to make payment of any refund based upon the action of the council.  The taking of an appeal to the board of appeals or any action thereon shall not be construed to limit the right of any taxpayer to apply to a court of competent jurisdiction for relief from any assessed valuation or tax originally determined by the tax assessor. 

The board shall meet on the first business day of the month after the expiration of 20 days subsequent to the date on which taxes become due and payable, and at such times thereafter as may be necessary to hear appeals. No appeal shall be considered unless it is made in writing and is received by the board not later than the time of its first meeting or an adjourned meeting thereof.  No appeal shall be considered by the board of appeals unless the tax levied on the valuation appealed or such portion of the tax as is due and payable has been paid under protest.

Board of Canvassers

The Board of Canvassers of the City of Central Falls is responsible for registering residents to vote, managing all elections in the city and maintaining all election information. The Board of Canvassers works very closely with the Board of Elections and the Secretary of the State’s Office to implement election laws and establish procedures.

Wyatt Detention Center

The Central Falls "Donald W. Wyatt" Detention Facility Corporation was created pursuant to state law.  It is a quasi-public corporation governed by a five-member Board of Directors appointed by the Mayor of Central Falls. The Board, in turn, appoints an administrator of the corporation who is responsible for overseeing the management and overall operation of the corporation and the Donald W. Wyatt Detention Facility. The Facility operates at maximum security providing housing for up to 730 adult male and up to 40 adult female detainees and is accredited by the American Correctional Association (ACA). During the most recent re-accreditation audit, the Facility received a 100% rating on all mandatory and non-mandatory ACA standards. Detainees housed within the facility are in the custody of the United States Marshals Service’s various jurisdictions including, but not limited to: Rhode Island, Connecticut, Massachusetts, New Hampshire, Maine, and Vermont. The facility also houses detainees who are in the custody of the Federal Bureau of Prisons, United States Navy, and the Mashantucket Pequot Tribe.

The Mayor appoints the five (5) member board, at least three (3) of whom shall be registered voters in the city of Central Falls.  The appointments are subject to approval by the city council. Directors shall be appointed for a term of five (5) years, except that all vacancies shall be filled for the unexpired term by the Mayor. The directors receive no compensation for the performance of their duties, but are reimbursed for their reasonable expenses.  No director shall acquire any direct interest in any project or in any property included or planned to be included in any project, nor shall he or she have any interest, direct or indirect, in any proposed contract for materials or services to be furnished in connection with any project.  The directors shall elect one of its directors as chairperson and another as vice-chairperson and shall also elect a secretary and a treasurer. Three (3) directors of the corporation constitutes a quorum and the vote of three (3) members is necessary for any action taken by the corporation.

Planning Board

The Planning Board consists of 5 members who are appointed by the Mayor of Central Falls. The Zoning Board meets on the first Wednesday of every month at 5:00p.m. The Planning Board works with the Planning Department in updating the Comprehensive Community Plan and long-term land use policy. The Board also provides recommendations for zoning cases set to be reviewed by the Zoning Board.

Purchasing Board

The purchasing board consists of the mayor and the director of finance, ex officio. and three other members. The purchasing agent serves ex officio without voting privileges.  It shall be the duty of the purchasing board to approve or reject all bids except that the purchasing agent shall have no vote on the award or rejection of any bid, to establish all policies pertaining to purchases to be implemented by the purchasing agent and to have all bids opened in a public meeting in its presence.

Redevelopment Agency


The Redevelopment Agency consists of five members appointed by the Mayor. The Redevelopment Agency is responsible for overseeing the redevelopment plans for vacant and/or underutilized properties in the City.

Zoning Board

The Zoning Board consists of 5 standard members and 2 alternate members, all of whom are appointed by the Mayor of Central Falls. The Zoning Board meets when there are applications received, on the third Wednesday of every month at 6:00p.m.

The Zoning Board of Review hears and makes decisions on the following matters:

  • Requests for relief from dimensional requirements relating to lot area, frontage, building coverage, setback and building height, including nonconforming structures
  • Applications for special use permits
  • Relief from the merger requirements for substandard lots of record
  • Appeals of a decision of the Building/Zoning Official

Tree Warden

Pursuant to R.I.G.L. § 2-14-2, the mayor, on or before February 1 each year, shall appoint a tree warden who is, or who within six (6) months of his or her assuming office, becomes a state-licensed arborist, to engage in the business or practice of all phases of tree care, including, but without limiting the generality to the planting, pruning, trimming, spraying, or repairing of fruit, shade, forest and ornamental trees and shrubs.
